DELAY is a fuse. A consequence planted at the source detonates a set number of beats downstream — you decide exactly how far ahead it lands.

DELAY lights a fuse: something set up at the source doesn’t fire immediately — it detonates N told-positions later, at the distance you choose. It’s how you make a small early act land as a large late consequence.
